Position a healthcare planning team with occupied-facility and MEP experience. Compare renewal with modernization and relocation. Confirm the owner’s public engagement channel before preparing an approach.

Basis: S1 sets the time window; S2 and S4 support the need; S3 supports planning activity. Together they justify discovery, while construction funding and procurement remain open gates.
